Place hinges at desired position on each gate. Most times it is a hole drilled in the concrete and a sleeve in there or just let the rod drop into the hole. Place the paver with the piece of fence rail down in the hole and make the paver level with the fence rail sticking straight up. It depends on how hard or easy you want to go about this.

Make positional adjustments as required so both drop rods fit into the end of the fence rail. I put one strap on the middle rail and one on the lower rail. For best results work on a clean at stable surface when mounting hinges to gates. This is much easier to install on a large gate than a regular locking handle would be because you can make a larger hole to deal with alignment issues.
